You wonder why the Underworld has an armory? Well, maybe someone knew something would happen in the future. It was already there for a long time. And those aren't just plain weapons. That would be unneccessary. These are used to get rid of the dead. To shatter the souls and keep them from reforming. Forever. No one is allowed to get a weapon. It is heavily guarded.
